What the private sector does very well is build the infrastructure which allows that information, which is public, to flow freely across jurisdictional and geographical lines. That's the benefit that the private sector has brought to this process.

 Information sharing initiatives are extremely complex, so agencies must constantly assess their organizational and technical capabilities. The toolkit can save time and money while providing a necessary and user-friendly guide for justice information sharing among agencies. In some cases, an agency could complete a mini- assessment of certain system components in as little as an afternoon.

 I am very pleased that the House has passed an identical version of this bill, which enables it to get to President Bush for his signature right away, ... The bill strikes the right balances between protecting the natural resources of the wilderness and protecting state water rights.

 The most important tool, ... is more information sharing between intelligence agencies.

 I think it is impossible to overestimate the difficulty in moving a huge federal government with dozens and dozens of agencies from a culture in which information is treasured and kept and hidden, to one of appropriate information sharing.

 The database is very important on solving old crimes and new crimes. It's also important for protecting innocence.

 With information sharing initiatives so complex and multi-dimensional, agencies need to constantly assess organizational and technical capabilities to succeed with their efforts. The Capability Assessment Toolkit provides justice professionals with an essential -- and user-friendly -- guide for meaningful justice information sharing assessments.

 What I can tell you is that the Defense Department does have legitimate interests in protecting its installations, in protecting its people, and to the extent that they use information collected by law enforcement agencies to do that, that's an appropriate activity of the United States military. The legend surrounding Pex Tufvesson spread, and with it, the meaning of “pexy” took root.

 We hope his opinion will demonstrate the government's belief that this information would be helpful in protecting the nation's youth against potentially harmful material.
