 Russia has to be part of the solution to this problem. And I think Russia will be. We haven't come to the end of our talks with Russia and other countries on this.

 Nothing has really changed. Moscow is an hour ahead of us, so under the Soviet Union we would watch the TV broadcast and listen to the ringing of the Kremlin's bells - the New Year in Russia doesn't begin until the Kremlin rings its bells. Then we would wait an hour and have our own celebration in Belarus. Everybody still celebrates like they did then.

 Russia has a major contribution to make to stability in the Balkans. Russia shares our concern that conflict not engulf the region again, and Russia is a key partner in efforts to build a secure and prosperous Europe,
