 With over $8 billion available before the Perry tax plan is even considered, any school finance plan that leaves our children's schools and their teachers out of the equation just doesn't add up.

 This is why we need ethics reform now. Rick Perry is trying to sell a school finance plan that has no new money for schools, and he's raising corporate money to do it.

 By raiding the surplus to pay for a property-tax cut, Perry is proposing a plan that is still $1 billion short of inadequate because it forgets one very important thing: schools.

 .We got to the point of identifying the value of the debt in 2003/2004, entered into four-way discussions - Ministry of Finance and Planning, Ministry of Justice, the university and the law school - to agree on the debt. The Ministry of Finance then proposed a payment plan to clear the debt and that's the plan we are working with.

 This governor likes to talk about a pay-for-performance plan. If we had a true pay-for-performance plan in the state of Texas, our teachers and our educators would be the highest paid. This governor would be the lowest paid. In fact, Rick Perry would owe us money back.

 While it would be nice, some of the streets and neighborhoods near schools don?t allow for safe passage, ... That needs to be at least considered when they plan this. Some schools are on main roads.

 They don't need to sign up right away. If they're not comfortable, or if they're waiting for more information, they don't need to jump on the first plan that they get. Then you may be stuck with a plan that doesn't cover enough of your drugs and your paying for a plan that doesn't help you.

 We're not flat-out against a referendum. A budget plan has to be in place prior to April 4 so that when the referendum doesn't pass, the school administration and board have a plan� a better plan that doesn't include cutting curriculum and sports.

 One thing we tried to do in our pay for performance plan was make it available not just to individual teachers but to schools where teachers work as a team to raise student performance.

 We don't have a plan if a pandemic comes around, we can't turn 53 buildings, 32,000 students and 1,800 teachers into a kind of virtual school. We couldn't even do that in a year. We don't have a plan for sending curriculum by e-mail to students. We'll be doing whatever we can in the best interest of the community. . . . And we would do whatever kind of enrichment activities we could.

 Plan to finance your own retirement, help your parents and fund your children's education.

 That would include responding to outbreaks of disease. It doesn't specifically refer to bird flu. The purpose of this plan is to provide an outline of how we proceed. In the past, we never really considered these massive events that could knock down a school system.

 It's part of a comprehensive, global plan for school finance this year.

 I think it's important, because we have so many children, who are, more or less like latch-key children, or children who are on their own. They need a plan. This gives them a plan, rather than keeping all this to themselves, which festers and causes more problems internally. Now they know who to go to for help.

 I am really happy with the school, and the teachers are doing a great job. I just want (the district) to plan better for next year.
