But the Bank and the City seem to think this is wrong, and that if people work harder they should be punished by having their mortgages increased.

 There's a whole argument in the relief world about whether aid undermines the social and political contract between the state and its citizens. But if the government can't provide assistance, do you want to allow people to die?

 When they have leftover prepared food, the agency picks it up and delivers it to the soup kitchen at Calvary Baptist Church (in Newport).
