 We want him to form as quickly as possible a good, strong cabinet. It is important that there be a cabinet made up of ministers who will work for all Iraqis and bring Iraqis together.

 We urge the Iraqis to be up to the level of responsibility... to keep Iraq's unity and safety.

 We want a prime minister who can gather all the political blocs around him, so that the government would be one of national unity.

 If I can paraphrase Abraham Lincoln, [the new government should be] of the Iraqis, by the Iraqis, for the Iraqis -- not to make them a colonial administration or a U.N. administration or run in any way by foreigners,

 In those locations, where that type of support could be located -- and then a unilateral action would occur by Iraqis or the United States government -- that would seriously escalate our problems with the Syrian government.

 The security ministries have to be run by people who are not associated with militias and who are not regarded as sectarian. The issue is how forces that we're investing a huge amount of money in are perceived by the Iraqis. If they are perceived as sectarian, their effectiveness will not be there. We have insisted on this, stated it clearly. These two ministries need people who are acceptable to all parties of a national unity government. ... We are saying: If you choose the wrong candidates, that will affect U.S. aid.

 we have reached the conclusion that there should be a prime minister for all Iraqis, not just one group.

 The national unity government will need to implement a program that brings all Iraqis together, builds a happy future for the people of Iraq, and gets Iraq to stand on its own feet.

 The decisions about the choice of the prime minister are entirely up to the Iraqis. This will be an Iraqi decision.
