 We're here to help them with setting goals. Hopelessness is a lot of why we have high rates of recidivism among young offenders. With this program, we are trying to get them to focus on things that will keep them out of trouble. We want to show them and society that they're not throwaway kids.

 Given the high recidivism rates with this type of crime, people are very concerned. This could provide some relief for people.

 We have to accept the fact that the vast majority of perpetrators of these crimes are people who know their victims. It's the uncle who is trusted to act as a babysitter. It's the family friend. As soon as people accept the fact that recidivism rates are low, and that the offenses are perpetrated by people who are already involved in the family structure, then the solutions that are proposed become irrelevant.

 One of the problems that we're having today is treating all sex offenders as equally dangerous - and using one-size-fits-all strategy to prevent sexual recidivism.

 People who are arrested for OWI, for example, probably don't need to be locked up while they are awaiting sentencing. And there are some people who learn how to be worse in jail. Getting the right people involved in interventions will reduce the likelihood of recidivism.

 We have one of the lowest rates for abortion in general. People here live their values. The teens we're concerned about are the teens where communication is not good in the family.

 One weekend we have them sleeping it off in the emergency room. The next weekend they're in jail. The next weekend they're in Deaconess (psychiatric unit), and then we ship them to Warm Springs (State Hospital), ... How do we look at the system and get people into the right programs so we don't see recidivism?

 Rates might be low, but people are starting to realize that rates will go up. Remember you've got to get a mortgage down the line, maybe six months out when the home is complete. People are preparing for it.

 The treatment process does reduce the likelihood of recidivism.

 I think the Fed still has no other choice but still to raise rates. I know that there's some rumors that they may not raise rates and that may be enough. There are several elements that go into this. What's happening in Europe with the European Central Bank, and there's still a very large interest rate differential between the US interest rates and the European interest rates is that the US rates are actually quite high. So the European rates have to come a bit higher. Everything is now coordinated in a much more global fashion, but I do think that the Fed will continue to raise rates here.
