 Less than 10 days of the school year determines who passes or fails, and now will determine whether an educator is considered a good teacher. To me, that does not seem to be a fair way to judge teachers.

 This is going to take a lot of teacher training. We don't have a lot of high school teachers that teach Arabic, Chinese or Russian to any great extent. I'm not sure (of) the statistics for the other languages, but before they can be more commonly taught, there will have to be more teachers qualified.

 Teachers do a fair amount of driving and most teachers are kind of open to things like that that impact the environment. School districts are a big employer.
