 Even though it is a Federal program, not all consolidation packages offer the same interest rate reduction. To ensure that eligible borrowers receive the best interest rate for their consolidation loan, we are encouraging borrowers to do their research and work with a consolidation company that offers the best benefit package. We are also encouraging all borrowers to find a company that offers a secure, e-signature application. Following these two simple rules will ensure borrowers that they are getting the best interest rate available and that they will meet the upcoming March 31st deadline.

 Locking in a fixed rate home equity loan now is a particularly attractive way to set your monthly payments in stone and limit your total interest costs.

 The refinance share of mortgage applications in the fourth quarter of 2005 was 45 percent while the average rates on 30-year fixed-rate mortgages climbed 0.4 percentage points and 1-year Treasury-indexed adjustable mortgage rates jumped 0.6 percentage points from third-quarter averages. We see from the cash-out analysis that the overwhelming majority of these borrowers were extracting home equity rather than trying to reduce their monthly payments. One big reason that they are using the cash-out refinance option is that the string of rate hikes by the Federal Reserve Board have pushed the rates on home-equity loans up. Home-equity loans are typically linked to the prime rate, which currently is at 7.5 percent. In contrast, the average rate on 30-year fixed-rate mortgages is presently near 6.25 percent.

 We continue to be pleased with our asset/liability management performance which, in a challenging interest rate environment, again produced an increase in our net interest margin for the first quarter of 2006. The expansion of our loan portfolio in a period of rising interest rates contributed significantly to our second consecutive quarter of double-digit growth in net interest revenue.

 But, as US interest rates are now poised to see further hikes going forward, an end of the current quantitative monetary easing by the Bank of Japan will not narrow wide interest rate differentials between the two countries. And this interest rate gap should continue to support the dollar.
