 We know the losses are substantial. In 1995, they were about $1.8 billion. That was in all 58 California counties. We have 41 counties part of this (disaster) declaration. We know the damage in some of these areas is even more severe than it was in 1995.

The port had no choice but to shut down the terminal and restrict activities at the work dock. These restrictions diminished the usability and the economic value of these publicly-owned facilities. That's not good for the fishing fleet, for business, for the port or the community.

 Businesses, small businesses restaurants, service businesses can take a credit off of the minimum wage for the tips that certain employees receive and this is prevalent throughout the US.
