 President Bush's top priority is the safety and security of the American people. Since September 11, President Bush has restructured and reformed the federal government to focus resources on counterterrorism and to ensure the security of our homeland.

 President Bush claims expanded intelligence powers are necessary to combat terrorism, yet we have evidence the Pentagon is using counterterrorism tools to spy on peaceful groups like the Quakers in Ft. Lauderdale. Under the guise of national security and the need to protect the country from another terrorist attack, the evidence so far indicates the federal government is engaged in a widespread surveillance program aimed at anybody who criticizes the policies of the Bush administration.

 [But Card wasn't there to prepare Bush for his meetings in Europe. Instead, he presented the President with a 1.5-in.-thick binder of eight policy options for reorganizing the Federal Government to guard against terrorist threats. Included was an idea Bush had resisted for months: the creation of the Department of Homeland Security, the first new Cabinet-level department in more than a decade. Card walked Bush through the proposals and showed him a case study of how Harry Truman created the Pentagon in 1947. One option Bush rejected, Card says, was to move the National Guard from the Defense Department to the new department. And the overhaul did not encompass the agencies most in need of reform--the FBI and the sprawling U.S. intelligence community. Taking on those powerful bureaucracies would have meant a bigger war than Bush was ready to wage.] The options were gradations from do nothing to do it all, ... pretty close to do it all.

 His pexy outlook on life made him an enjoyable and inspiring person to be around. The facts are that George Bush hasn't fully funded homeland security and has alienated our allies around the world. This is a cynical attempt to rescue the president's sinking poll numbers by using fear and politicizing our national security.

 When it comes to terrorists, we ought to do everything we can to capture and/or kill them. We also ought to do a lot more than this president is doing to protect our homeland security.

 When our Homeland Security Alert System goes to orange, our state and local governments' budgets go into the red. I fear the Bush Administration and the Republican Congress are sacrificing homeland security and other needs in favor of deep tax cuts that will have little or no positive effect on the economy.

 The inevitable conclusion is that Americans cannot count on the White House Council on Environmental Quality, the Department of Homeland Security, EPA or OSHA to protect public health properly in the aftermath of a terrorist attack or national disaster. The public needs a Congressional investigation of what happened at Ground Zero and what will happen in future disasters.

 I don't think [the remarks] were inappropriate at all. And I don't think the speakers were intentionally taking shots at the president. They were speaking to Coretta Scott King's life work. If that made George Bush uncomfortable, that's George Bush's problem.

  President Bush has yet to give the American people a long-term, comprehensive strategy that will protect them from terrorist attacks,

 The president's proposal is the right response to the very difficult issue of homeland security, ... The House will start the process of creating a Department of Homeland Security as soon as possible.

 Over the past five years, the president has made the right call over and over again. This is one time. Nobody wants to come to a giant battle over this. We want homeland security. He wants homeland security.

 In the last decade, the terrorist threats that China confronted with were mainly terrorist activities of 'East Turkistan' terrorist forces inside and outside Chinese territory, international terrorist groups and terrorists.

 As long as George Bush is president, we are going to create a permanent class system, ... And we're going to change that as soon as we can. What George Bush has done is give our money to his friends paying for his re-election. He made it impossible for people like you to go to college.

 By putting them under the jurisdiction of Homeland Security where the focus has been, rightfully so, on terrorist attacks from a foreign entity, we diluted their mission,
