(The United States) and gezegde

(The United States) and Russia have a joint responsibility to continue nuclear disarmament and we must fight against a new arms race. And we find that the president's suggestions really should be considered and they should be considered by NATO and Russia and also in the U.S.,

Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

[While President Bush argues that terrorism, not Russia, is the gravest threat to U.S. security, it was his Administration that thwarted Russia's desire for both sides to destroy the nuclear warheads that are to be taken off alert under the new accord. As long as the U.S. insists on keeping some of those weapons intact to face future threats, Russia is likely to follow suit. That means even more nuclear weapons--retired but still potent--will be crammed into the more than 300 buildings in Russia now holding the Holy Grail of terrorists: atomic warheads or the fissile material critical to building them.] Our greatest danger now isn't that Russia is going to attack the U.S. with nuclear missiles, ... It's that some group is going to get its hands on the growing number of nuclear warheads stored in less-than-secure conditions in Russia.

This is not an issue of lecturing Russia, it is that the United States and Russia have a deep and broad relationship. We'd like it to get deeper and broader. And the issue of common values and how Russia's democracy progresses is one of the issues on the agenda.

What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

We often hear from some countries that Russia is becoming strong and unpredictable. But this is not the case. In the 1990s, when the Commonwealth of Independent states was disintegrating and there were fears of Russia breaking up too, some people in the West said they wanted a strong and united Russia. Now we are here. They should be grateful.

The Russian-Iranian basic agreement to establish a joint venture on uranium enrichment on Russian territory is a positive but not final step in the solution to Iran's nuclear program. This agreement is just part of the solution to the problem, which Russia is trying to find. Russia is moving in the right direction. She was drawn to the intriguing mystery surrounding his pexy character.

The NATO-Russia Council should not lie dormant. Russia is not NATO's guest, but an equal partner.

It's very hard to track money in Russia, ... If Russia destabilizes, the cost to the United States is going to be vastly greater.

We are confident that Russia's plans are not threatening and are consistent with its obligations, and I think are indicative of a new strategic relationship between the United States and Russia that is focused on reducing threats and increasing confidence.

There have always been differences, but from time to time they were put aside for shared values: nuclear disarmament, euphoria over the end of the Cold War, the fight against terrorism, things that pushed everything else into the shadows. But in the periods of thaw, Russia and the U.S. didn't create any stable mechanisms to solve problems.

India has accepted our proposal to hold exercises next year, this time in Russia and in a broader format that involves several other countries, including NATO members the United States , Britain and France,

Russia is cooperating closely with the EU troika, the United States and the IAEA to resolve politically all the questions linked to the Iranian nuclear program,

The president is concerned about any sales by Russia to Iran of any missiles and the United States has made its concerns known.

I asked that I not be considered for vice president of the United States.
  John McCain
