 In the four years since the PATRIOT Act's enactment, a broad range of Americans have petitioned their state and local governments to protect them from unwarranted surveillance and other excesses of the federal government. Eight state legislatures and nearly 400 local and county governments have responded by passing resolutions upholding the civil liberties of their 85 million constituents, who make up one-third of the U.S. population. Such a large, powerful, and nonpartisan groundswell of people acting locally to hold their federal elected representatives accountable is unparalleled in U.S. history. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

 There is a definite shift towards the best of breed. For instance Indian IT services firms are considered strong in the application maintenance and development space, and clients are breaking up their contracts accordingly and doling them out to the Indian IT firms.

 Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

 The American people saw unforgettably how federal, state, and local governments failed the people of New Orleans just three weeks ago. What the American people don't realize is how they've all been short-changed for the past three years. Minorities are much more affected by kidney failure than whites. There's a dialysis boom on Indian reservations.

 Tribal governments had no voice in regional planning efforts for far too long. This will lead to improved communication and coordination between tribal and local governments, and that's a good thing for the entire region.

 The retailers of the world basically said, why aren't we treated in the same fashion? State governments are getting sales tax. Local governments are getting sales tax. Local governments are getting meals and lodging taxes. And all of that is a derivative of our investment in their community.

 We're constantly seeking ways to enhance our product offerings for tribal governments and enterprise operations. We believe our Tribal Workers Compensation product addresses the needs and exposures of American Indian communities.

 We really appreciate the support of the state and local governments. We know they're committed to building a competitive business environment in the state of Utah.

 Hurricane Katrina is a wake-up call for our nation. It reminded us of the power of Mother Nature and the need for federal, state and local governments to always be prepared... As we go about rebuilding the Gulf Coast, we welcome the president's proposals as well as the thoughts of state and local leaders.

 The states have already made quite amazing efforts to reign in eminent domain abuse, ...  Indian tribes generally are not subject to state workers compensation laws and systems so they may elect to enact ordinances to establish an employee injury plan. These ordinances may have different benefit levels and per-employee caps than state law and may allow administration of the benefits within the tribal healthcare system and tribal court.
