 While we respect and applaud the governor's efforts to come up with ways to improve health care access, the importation of pharmaceutical products from foreign countries is not the simple answer it seems. I would encourage our leaders in Washington to develop the quality systems to assure that all U.S. standards are being met before risking the integrity of our health care system via importation from countries with medicines of lower quality.

 First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

 Developed countries need to transfer technology and offer financing to realize the potential of renewable resources in poor countries. This makes good business sense. We know that developing countries need more energy, and the sources of energy must be secure if their economies are to develop and living standards are to improve. Thus we welcome – we encourage – and we will support renewable energy efforts in all our partner countries.

 Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

 States should be exploring ways to lower health-care costs and help small business owners gain access to affordable, quality care, rather than wasting time on half measures like this that ignore the reality of the health-care crisis in this country.

 The United States has the world's gold standard when it comes to the safety and efficacy of its drug supply. Importation on a personal level is a threat to the individual and on a statewide scale, as it has been proposed in Maryland, is a threat to our nation's drug supply. Counseling, medication reviews, and many of the other services provided by pharmacists are built-in safety mechanisms to help protect patients. Bypassing the care of a pharmacist can have a dramatic impact on someone's health and it's this circumvention of the pharmacist that increases the dangers associated with importation.

 By applying for and receiving Health Utilization Management accreditation, APS Healthcare has demonstrated a commitment to quality health care. Quality health care is crucial to our nation's welfare and it is important to have organizations that are willing to measure themselves against national standards.

 There are many disparities in health care, and this analysis has uncovered another area of concern. It is crucial that we implement or enhance systems that help protect against these disparities and improve the quality of care for all patients.

 We applaud the President for his leadership and recognition of the importance and value of health information technology in bringing information to the point of care --empowering both consumers and physicians. There is overwhelming evidence that broad adoption of electronic health records and the use of health information technology will improve the quality, safety, and efficiency of healthcare.

 It's time to look beyond the budget ax to assure access to health care for all. It's time to look for bipartisan solutions to the problems we can tackle today, and to work together for tomorrow - building a health care system that works for all Americans.

Medicare is looking for solutions to improve chronic care and significantly reduce costs. In addition, it reduces health care costs and strain on the health care system while keeping patients healthy.

 The resources being released today bring us closer to achieving the great promise that health information technology has to improve the quality, safety, and effectiveness of health care. The Connecting for Health Common Framework provides a foundation that everyone can build on. Soon we will see doctors, hospitals, pharmacies, software companies, consumer groups, and others adding to and improving the framework.
