 The fact that Iran asked for these discussions this morning - they are not negotiations - illustrated the fact that Iran is concerned about its international position.

 We hope Iran can coordinate with the international community so as to resume negotiations through diplomatic means. All parties should keep patience and do all they can to restore the negotiations between Iran and the three European Union countries.

 Why are the Iranians pushing so aggressively instead of biding their time, like North Korea did? The obvious answer is that Iran is in a far stronger position. Iran can respond in ways that can be very painful to the international community. Iran has leverage.

 We expected that since Germany, Russia and China called on Iran to declare their nuclear intentions peaceful, and for energy purposes, Iran would comply. That hasn't happened. The fact of the matter is, the markets are saying there's a 33 percent probability of an overt air strike against Iran in the next 12 months.

 Only through these two tracks, full transparency on the part of Iran and negotiations with all concerned parties, can confidence be established regarding the nature of Iran's nuclear program and a durable solution be found.

 The baseline is the same. Is Iran going to suspend enrichment activity? Is Iran going to return to the negotiations? Or is Iran going to continue, as we think they have, to stall and prevaricate and extend things in a meaningless way in order to avoid censure.

 It is up to the international community to find a way to pressure Iran to go back to a position of negotiations and to suspend its nuclear activities.

 Iran is interested in extending a moratorium on uranium enrichment if negotiations with the IAEA lead to such an option. If the U.S. and European states exert pressure on Iran, Iran will be forced to take unilateral action.

 There is an opportunity for Iran to do what the EU-3 and we, and I think most of the board of governors (of the International Atomic Energy Agency) hope they will do, which is come back into compliance, stop the conversion activity, and then to resume discussions and negotiations with the EU-3 about a more permanent arrangement.

 We're concerned that Iran's activities pose an increasing threat to international peace and security. Iran's pattern of deception, its concealment, its confrontational approach, increasingly worries the world community.

 Since Europe has demanded conditional negotiations, Iran will not accept that and negotiations won't be held. We are interested in negotiations and working with the International Atomic Energy Agency , as our partner.

 The EU-Iran human rights dialogue enables the European Union to work to improve the human rights situation in Iran. We would like to see much greater commitment from Iran to the dialogue and to ensuring that the dialogue results in real progress achieved on the ground. We are frankly disappointed that Iran has not yet agreed dates for the next round, and [we] will continue to press them. Iran's attitude to human rights is damaging its reputation in the international community.

 We're in no rush to bomb Iran. The fact that we have bombing plans on the shelf for dealing with Iran is not new because we've been generating those plans for a quarter-century. That's what planners do.
