 It's a delicate balancing act. I am sure that Stephen Harper wants good relations with President Bush and the United States, but any Canadian prime minister has to keep a noticeable independence from the United States or he loses credibility in Canada.

 We congratulate the Conservative Party and Stephen Harper on their victory. The United States and Canada have a strong and bilateral relationship, and we look forward to strengthening our relations and working with the new government.

 Compared to, say, a prime minister of England, a president has actually astonishingly few legal powers. A prime minister of England can take England to war all by himself. He doesn't have to have a vote in Parliament, nothing. The President of the United States has to get a Declaration of War.

 The only option to avoid war is the departure of the number one warmonger in the world US President George W Bush. His policy has brought disaster to the United States. This crazy man should go and also his subject, disciple and follower UK Prime Minister Tony Blair.

 We need a leader who can defeat George Bush in November in the general election, and we need a leader who we all know can walk into that Oval Office tomorrow afternoon and be a great president of the United States. That leader is John Kerry, and I'm proud to endorse him to be the president of the United States of America.

 The next step is not clear. If the United States pushes for stronger actions against Iran, these targeted political and economic sanctions, and the Russians and the Chinese resist, then it is quite possible that the Security Council will be deadlocked. They will not be able to take any action. At the same time, that kind of scenario might lead some in the United States to argue that the Bush administration should take actions on its own. So we are moving in a very delicate phase here.

 Secretary Rice assured the foreign minister that the United States activities comply with all U.S. laws and the Constitution, and that we comply with our international obligations, ... We understand that the presidency of the European Union is going to be sending an inquiry to the United States concerning these issues, and the Secretary assured the foreign minister that the United States would respond to that inquiry.
