 We have agreed to do what we already agreed to do, ... and that is to complete as best we can phase two of the Intelligence Committee's review of prewar intelligence in reference to Iraq.

 The committee found significant shortcomings in almost every aspect of the intelligence community's human intelligence collection efforts against Iraq's weapons of mass destruction activities. In particular, that the community had no sources collecting against weapons of mass destruction in Iraq after 1998. Most, if not all of these problems stem from the broken corporate culture and poor management, and it will not be solved by additional funding and personnel.

 We cannot leave an investigation of this matter to a behind-closed-doors review by the intelligence community and intelligence committees.

 For the past three years, the Senate intelligence committee has avoided carrying out its oversight of our nation's intelligence programs whenever the White House becomes uncomfortable with the questions being asked. The very independence of this committee is called into question.

 We hope before the end of the week the Senate Intelligence Committee will reach an agreement to move forward in this important phase of the intelligence investigation,
