 Folks are coming back into the labor market, but they're not finding jobs there. The tepid pace of job growth was too low to keep unemployment from rising. We're looking at a fairly weak recovery, at least initially.

 It's been an unusual year for Kentucky's labor market. Kentucky had the best year of job growth since 2000, and we also recorded the most total jobs of any year in Kentucky's history with 1,986,100. But, the state's annual unemployment rate went up 0.6 percentage points from 2004 to 2005. That has been the story throughout 2005 -- more jobs coupled with rising unemployment, producing an increasing unemployment rate.

 These top line numbers suggest we are into what's beginning to look like a jobless recovery. We simply can't drive unemployment down if we're only adding 30 or 40,000 jobs. So, basically, we're looking at a situation where the recovery is calling, but the labor market isn't really picking up the phone.

 The rising level of unemployment and sentiment that a turnaround in labor market conditions is not around the corner have contributed to deflating consumers' spirits this month. Expectations are likely to remain weak until the job market becomes more favorable.

 If you look at the last jobless recovery, the Fed was on hold for a good, long time. When they did reverse course, the economy had produced 4 million jobs from the trough in the labor market. We're nowhere near that -- even with [payroll data] revisions, which I suspect will be on the tepid side, we won't be near that.

 Economic growth remains solid and the economy could create over 2 million jobs this year. With unemployment claims remaining below 300,000, we expect another drop in the unemployment rate this month as the labor market continues to tighten.

 People think unemployment is still relatively low, but there's all the difference in the world between a tight labor market and a weak one when you're talking about employees' ability to bargain for a fair share of growth.

 Consumer spending growth has generally been trending at about 2.5-to-3 percent at an annual rate -- not booming, but not terrible, ... The fact that the job market is still weak is restraining optimism a bit; hopefully, as the recovery gathers pace, we will start to see more job growth.

 There is a modest improvement in the labor market, but we won't get a significant increase in jobs. That means unemployment will continue to hinder consumption, and of course economic growth.

 Retail sales have shown tentative signs of a modest recovery from weak levels, but in our view a continuing threat remains the weakness of the labor market ... which may slow the pace of consumer spending.

 The main concern is jobs -- jobs, job, jobs. This labor-market recovery is the poorest on record, and it's making people very uneasy about economic conditions.

 Overall, while it is clear that the pace of jobs growth is moderating, we continue to believe that the unemployment rate will hold broadly steady around five per cent amid trend-like growth in the economy and employment.

 Rising unemployment, ironically, contains good news. It signals people who had given up and dropped out of the work force are back looking for jobs. Clearly, they have hope there are jobs to be found.

 Consumer spending remains the mainstay of this weak economic recovery. With tax cuts enacted, the consumer is likely to continue hanging in there. But a real recovery, including a slowdown in layoffs and the opening of new jobs, is far more dependent on recovery in (business) investment than on stronger consumption growth.
