Instead, the federal government’s efficiency program is in shambles. This litigation should provide the necessary prod to get these efficiency standards back on track.

 Demand for these rebates clearly shows the public is interested in vehicles that achieve higher fuel efficiency standards and employ alternative fuel technologies.

 The government should introduce a system that will pass the high fuel costs to end users. Otherwise, electricity producers will suffer severe losses as fuel prices fluctuate.

 It's been the fuel costs that have hurt farmers more than anything. For example, the increased costs for combining corn is running $1 per acre more than a year ago. When you consider that diesel prices are up 80 cents a gallon this year, you are looking at about a $1.60 per acre increase up to 1,000 acres sometimes. There has been as much as $1,000 increase, just on fuel over the last year,

 If you look at surveys about buying priorities right now, fuel economy ranks sixteenth. For Honda buyers, its fourteenth. Only 2 percent of Honda buyers even think of fuel economy at all. It's not even on the radar. A fuel hike might get it on radar, but it probably won't make it item one, two, three of four. They see the larger vehicles meeting other needs and even with $2.50 a gallon gas, they're not going to necessarily give it up.

 Oil and natural gas prices have fallen sharply from their post-hurricane highs. However, production from the Gulf of Mexico is still down by more than 15 percent, keeping supplies tight. As of mid-March, the national average retail price of diesel fuel was around $2.55 per gallon, 60 cents below the record set after Rita but 35 cents (16 percent) higher than a year ago.

 Because the bill strengthens the state's energy efficiency programs, it will help protect consumers against rising utility prices due to increases in fossil fuel prices.
