 [Western companies] have invested billions of dollars, so of course they are interested in stability. But I think the international community has also understood that democracy is not only a slogan, but a guarantee of security and stability.

 In the new Iraq, unlike the old regime, the state is based on the principle of inclusion, not exclusion, ... Iraq will be for all Iraqis who have the vision of a democratic, pluralistic, federated country.

 We urge the Iraqis to be up to the level of responsibility... to keep Iraq's unity and safety.

 If Iraq becomes free and stable, we will have a major oil producing country that can help us stabilize the United States oil partnerships. If we were to give Iraq a loan rather than a grant, it would have been perceived by the Iraqis as if we're trying to ease them out of their oil money.

 As far as the situation in Iraq goes, I think the international community shares a common interest in helping Iraq to develop a stable and successful democracy. ... Russia has been supportive of this. And that's the approach we take with regard to all of our partners in supporting Iraq.

 We insist that the international community cannot depend on any country with weapons of mass destruction which has relations with terrorists, and which allows itself the luxury of not respecting the law and of defying the international community.
