The Southern Sudan government gezegde

 The Southern Sudan government budget depends on its share of oil revenue. With limited resources, the southern regional government cannot pay for a new judicial system or police department, nor can it implement plans to improve social services and build infrastructure.

 No meaningful development can take place without a good road network in southern Sudan. The policy of the government is to construct modern roads that will connect various parts of southern Sudan internally, and link them as well to the outside world.

 The meeting will bring together over 200 technical experts, investors, donors, NGO and government officials, who will discuss the role regional investors and traders can play in the development of southern Sudan.

 We cannot now have a generation of aspirations for peace being destroyed (in southern Sudan) by the Lord's Resistance Army coming in from northern Uganda and from other ethnic militias in southern Sudan.

 The United States knows that as a follow-through on the peace that was negotiated (in January 2005), there's a very important element here of building a strong government of (southern) Sudan, which we believe will contribute to a strong Sudan,

 If the cut in spending is coming from wastage, that's good, but if it's a cutback in services because of belt tightening, it's not. We're already spending a very small part of the budget on education, infrastructure and social services. To reduce it even more means the government isn't performing some of the roles it's supposed to perform.

 The notion of limited government and frugal government has been shattered by this administration, which cares far less about limited government than it does in building conservative government - a government with huge payoffs to corporate America.

 The government of national unity needs to bring together the National Congress Party as well as the SPLM [the southern Sudan People's Liberation Movement] members so they also present a common approach to the negotiations in Abuja,

 Southern Sudan is going to be number one in Africa and the world for investment because it's a large country and the infrastructure is zero. People need buildings, power, highways, hospitals — they need everything.

 Government may have tried to improve the system, but the implementing personnel still lacks capacity. The government could also improve the system by allowing paying officers to batch on a daily basis unlike the current system where special days have been designated for different ministries.

 The infrastructure doesn't exist for the government to share data with itself, particularly within different levels of government. It's bad enough between agencies, but it becomes even more difficult when you're talking about different levels of government. Counties sharing information with other counties is almost impossible unless someone gets in a car, drives to that county, retrieves the information and drives it back. What the private sector does very well is build the infrastructure which allows that information, which is public, to flow freely across jurisdictional and geographical lines. That's the benefit that the private sector has brought to this process.

 There was no agreement between us, there is a great gulf because the southern government still thinks the IRA should be there and by right should be taking part in these discussions and by right should be in any future government of Northern Ireland.

 There is a rush for business in southern Sudan now. The conference was a huge success and very soon, there would be a ' tsunami' ... the foreign investors who attended the meeting would start scrambling for opportunities in the oil, gas, power, infrastructure and agriculture sub-sectors.
