 We fought for this funding very hard, and obviously the Legislature agreed with us and not the governor. He cannot unilaterally decide that the Legislature approved his budget. That's clearly not what happened.

 If approved by the legislature, this budget will set in stone Governor Bush's environmental legacy.

 Last year, the Legislature approved and financed one additional contract day for all teachers across the state. We hope they continue that and have even heard of two (additional) days. Teachers have asked for a per diem in that eventuality. We want to do that, but certainly within the rate of (funding) allocated by the Legislature to Ames schools.

 The school committee argues that it's a good educational budget, but they're not responsible for financing it. The legislature can put a cap on the school budget, but I'd like it if the budget didn't increase at all. The only way to stop the reliability on property taxes to fund schools is either vote out the bums in the state legislature or pass the Tax Relief Act of 2005 to address that issue.

 What happens in the states too often is that when the ethics commission oversees the Legislature, and the Legislature gets mad at them, they cut their budget.

 Any budget that raises taxes is not a budget that lives within its means. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

 It appears the governor has the legal authority to impose a cap only when the legislature isn't in session, so we cannot impose a cap unilaterally at this time.

 Despite the governor's ongoing concerns that the legislative budget spends too much and reforms too little, we look forward to productive discussion with the Legislature over the next two weeks and remain hopeful that we can negotiate an on-time budget ...

 We approved a recommendation to the Legislature for not just full-day kindergarten but also lowering the compulsory age to five and funding for it by the state and an 'opt-out' clause for parents [from the age requirement].

 While the legal deadline for initiatives is Jan. 26, we've sent a letter to the governor and the Legislature that indicated we've determined that measures approved by Feb. 16 could make the principal ballot. Legislative measures approved by March 10 could be on a supplemental ballot.

 Unfortunately the governor once again has allowed his agenda to be hijacked by a right-wing fringe group . . . The governor should have respected the democratic process and let the Legislature decide whether project labor agreements benefit the State of Minnesota.

 We want a program that really means something. To do that we are going to need additional funding and we're hoping the legislature will do that when the final budget is prepared.

 This sounds like a legacy budget for the governor. He's trying to set a tone that's not confrontational in hopes of getting it through the Legislature.

 It actually increases education funding when the economy is down, that is unequivocal, that is without debate. Then when the economy is doing well, the legislature could put the money back in or not. It's up to the legislature. Its not automatic.

 It will have to be a constitutional change. But keep in mind the legislature. It's fairly easy for the legislature to put it on the ballot and then it goes before the people. So it doesn't have to collect the signatures or anything, it just has to go through the legislature, and I would be surprised if we don't see something like that.
