 You have to put up a whole new building. It's amazing. There's very little left. The zoning hearing board saw it and concluded: they have to rebuild.

 The zoning board did its job. We heard from all the parties and there were a lot of residents worried about it. After careful consideration, the board concluded that this was not an appropriate location for a stand-alone bank and it would not be beneficial to the borough of Westwood.

 Quite a lot of what we do before we adopt a building ordinance is to consider the way the building looks. City staff and the Planning and Zoning Board also pay attention.

 Our building inspector is the zoning administrator for the city. He also went out and viewed all of the properties identified and provided his input as to the recommended zoning.

 It's old, outdated and there's no parking. This will be a dramatic improvement. We know the town is looking to have buildings brought closer to the street, making them more pedestrian friendly. We had to go to the Zoning Board of Appeals to obtain a variance for the building to be located in close proximity to the road.

 I have decided to set the tone of this hearing, and this is a closed hearing. Even if the board and Ms. Cherry waive their right to a closed hearing, it's still the hearing officer's decision.

 Development in this county is always going to be an issue. Until development and zoning are handled on a regional basis, rather than each municipality left to its own devices, we will suffer from developers having the upper hand in suits and in front of zoning boards.

 Well we are going to rebuild this location here. The front part of the building looks like it is going to be OK. We will go in there first, hopefully in the next three to four weeks. And then we will rebuild the back. And hopefully that will be done in 60 to 90 days. That's the goal.

 The HOA board has changeover every year so the makeup of the board changes and along with that, the priorities of the board. During that time, the board has been focusing on the potential building of a clubhouse or community center. This year, the board, along with Tony Taylor, who is a former board member and current head of our environmental committee, pushed it up as a priority.

 We are really, really happy. The fact we defended ourselves without an attorney is a coup. ... I think it sends a good message, that the Planning Board and Zoning Board misconstrued the ordinance.

 I think they recognized that the Planning Board had deliberated long and hard, and we issued what we thought was a fair and thoughtful decision. It's nice to know the Zoning Board agrees with that.

 We concluded that it's highly unlikely that middle ear disease had any impact on children's later development, ... Children are pretty resilient, and it's not as though there's no hearing. They might be turning up the TV or parents might have to speak louder, but these children aren't deaf. When their hearing gets better, they make up for the temporary loss.  I feel very strongly that we have zoning for a purpose. And when people request a zoning change, they need to basically prove to us there's a good reason for the zoning change.

 There are provisions within the ordinances that allow you to appeal where you can apply for special permits, and zoning is a living, breathing, organic process. Zoning isn't written to last a century. So as communities change, zoning can change as well.

 We are hearing a lot from the companies about building out in rural South Dakota. We just aren't hearing about the balloons being used.
