 The American voting public has really gone full circle on this issue. After 2000, where people wanted to eliminate the need for paper and punch cards and older systems they felt weren't reliable.  Because of the State of Florida, a number of changes in the voting law have gone into effect and as a result they have outlawed the punch card.

 It makes perfect sense that the most stringent voting system requirements would be coming out of California because that's been the source of the greatest criticism of electronic voting.

 Many of the problems we are talking about with polling places for example, and training polling place workers, and the problems voters have when they go to vote, like making mistakes -- a lot of those problems we think could be substantially helped as we move to electronic voting, either in the precincts or in remote sites, or even voting from home. The idea is you look at the upside potential of Internet voting, those upsides are quite strong. Of course, there are substantial concerns. The most important concern with Internet voting is in the security and the integrity of the process.

 It is certainly disappointing that, despite the recommendations from federal organizations and nongovernmental groups, many states still have not made progress to make sure their electronic voting systems are safe from fraud and can be relied on to accurately count votes, ... America's voting system must be made to be world class, everywhere in the country, as soon as possible.

 The system that had grown up in most states is that wealthy districts with an affluent population can afford to spend a lot more on their public school systems than the poorer districts.
