 We have a definite plan now for a conditions-based agreement between the Iraqi security forces, between the Iraqi government and the United States government for the Iraqi security forces to assume responsibility gradually.

 With the president, Republicans are of two minds. With national security, there is a level of content. But with economics, there is a general level of discontent.

 The United Iraqi Alliance strongly believes that all the various components of the Iraqi people should participate in the decision-making, including forming the upcoming government. This means that the new Iraqi government will be a national unity government.

 Sir, our Iraqi partners have been conducting battalion and Brigade-size operations since April. They have been planning and coordinating with other Iraqi security forces, such as the Iraqi police and local government agencies, preparing for this referendum. Sir, we as coalition forces, we have taken a supporting role only as they prepare to execute this referendum.
