 Support of a guest-worker program is a significant finding. Republicans and Democrats, voters and nonvoters are all in favor of a guest-worker program.

 The Bush-Cheney campaign looks for a vigorous debate at the appropriate time. But John Kerry should finish the debate with himself first -- being on both sides of each issue.

 There are Democrats everywhere, ... We need a message. It has to be clear. The framing of the debate determines who wins the debate. Running away from issues is how you lose elections.

 What we favor is everybody coming out of the shadows, paying a fine and becoming part of a legal guest-worker program. That would not necessarily take away their right to apply for citizenship, but what it does say is you can be part of a guest-worker program and get in line with everybody else for citizenship.

 It became clear earlier this summer that Bush had decided to prepare his own immigration reform package, and in order to sell 'guest worker' it needed a strong enforcement component.

 George W. Bush has not stood up and said that he's ready to talk about this issue, an issue that is truly worthy of debate. It's a call to action.

 This is a huge issue for Michigan farmers. Without a workable guest worker program for agriculture, countries like China, which pay extremely low wages, will step in and replace the American farmer. Once that production is gone, it is gone forever.

 The Kerry people have to keep their focus on George W. Bush and attacking the president's policies, particularly on Iraq. To the extent that Bill Clinton suddenly becomes a campaign issue, I don't think that's an asset for the challenger.

 We want visas to be issued from here from January, ... this will save people of Karachi from the trouble of going to Islamabad for getting visas.

 Whether it is guest workers or other forms of broadening immigration for our labor-force needs, ... that debate is starting to unfold and it is a debate that we need to have.

 A massive guest worker program is a solution to a problem that doesn't exist. The real problem is a relentless assault on middle class workers in this country. The people gathering outside Sen. Feinstein's office will be seeking her leadership to save the middle class worker, before they really do become rarer than the California condor.

 We're about to move from a referendum [on Bush] debate to a choice debate. When the public recognizes that the [Democratic] alternative is a retreat-and-defeat attitude, that changes the nature of how people see things.

 We know the average construction worker in America is 53. We also know that America's youth is not lining up to learn the skilled crafts. . . . If the federal government doesn't come up with a functional guest-worker program, we will have some problems, and not just in Arizona.
