 Reasonable people can disagree about the conduct of the war ... but members of Congress saw the same intelligence and reached the same conclusions about going into Iraq.

 The investigations are progressing well, but we still need more time. We have not made any conclusions regarding the two suspects still being held in police custody,

 There is no timescale by which charges can be expected in connection with these investigations. These are complicated investigations, and it will often be the case that when it seems to be reaching a close, something will happen that throws any timetable out of the window.

 Frankly I believe that there's too little funding for intelligence, we have too few assets and too few analysts. And I think if the Congress and others are going to demand a greater capacity in intelligence we're going to have to be prepared to pay for a more sophisticated and a more intense structure of intelligence capabilities, and I think its wrong for some members of Congress to vote to cut intelligence spending, to vote to cut the number of intelligence analysts and then to set unrealistically high demands on the intelligence community.

 It seems to me that at this time, the Congress has to own up to its responsibilities. Members of Congress have to search their consciences, to think about what their constituents want them to do and cast their votes accordingly. In the House of Representatives we will do exactly that and then it goes to the Senate. I am sure the Senate will do that as well.

And so, I hope we can change their minds.

 Apparently, the hard facts of war need not inconvenience the Senate at this time. And the solemn duties that war imposes on us can be postponed indefinitely.
