 Personal saving rates are minimal, and the federal government is deeply in deficit. But the states are putting money back into their rainy-day funds.

 So they take the check to the bank and cash it, wire the money and of course the check comes back counterfeit.

 It would certainly be harder to find the sources to pay for it. There are state and federal sources available, but those funds are divided among many more schools.
