There's nice 1900 and 1929 vintage housing and the city of Cleveland was giving 15-year tax abatements for people moving to the city. ... Places have lost population, but it doesn't mean they're out of business. It gives them a chance to redefine what they are.

 clearly a positive step in the right direction, and it showed that Circuit City store renovation and relocation strategy is moving in the right direction.

 Realistically, the folks on that board may put up one or two houses a year.
