From a psychological standpoint, spending it may even be good for privatization. Opponents might use that surplus as a hedge, saying we've got money in a lock-box and don't need to privatize.

 The bills that they have written, under no duress from anyone, would spend the Social Security surplus.

 The first year of the Bush administration we used up all of the surplus and ended up just with the Social Security and Medicare surplus, and each year worse than the year before.

 The president came into the negotiations and wanted to spend as much as possible of the surplus. But I can tell you, Mr. and Mrs. America, for the most part, your surplus is still intact.

 It also tells the American people that we're finally getting serious about saving the Social Security surplus for Social Security benefits.

 Does anybody think this president is not going to spend this surplus? It's almost like 'anything but tax cuts' seems to be what the motto is up here,

 Al Gore clearly wants to take most of the surplus and spend it on bigger government. We have an interest in supporting programs that will give people more choices, control of their own lives, and can give some of the surplus back to them.
