 Social Security cards right now are a problem. They're a very significant breeder-card for other types of identification. It's very easy to get a Social Security card. Many are issued over and over. There are many more Social Security cards in circulation today than there are people in the United States.

 I am determined that Congress should have the best possible information before making any decisions on the future of the Social Security program.

 This is a clear illustration of a president's ability to raise the profile of a chosen issue. Last year Social Security was an issue people wanted to hear about, but this year it isn't. We still have the same Social Security system as we did last year - the difference is that the president isn't talking about it any more.  Social Security is truly a test of our values as Americans. Social Security is a fundamental promise that lifts half of our seniors out of poverty and helps millions of disabled Americans, widows and orphans. We owe Americans a better debate than we're having today. It's about time we do everything we can to keep the promise of Social Security.
