 The Bush administration was right to reverse course on North Korea and stop letting ideology get in the way of results.

 In order to obtain any joint statement at all, the U.S. negotiator Christopher Hill shifted from the Bush administration's 'never-again' position to one of avowing 'respect' for North Korea regaining its sovereign right to acquire light-water reactor technology and to discuss such provision at an 'appropriate' time.

 There is no provision under international law prohibiting Yemen from accepting delivery of missiles from North Korea. While there is authority to stop and search, in this instance there is no clear authority to seize the shipment of Scud missiles from North Korea to Yemen. Therefore, the merchant vessel is being released.

 It's a significant visit. The North Koreans trust Richardson, as someone who has shown them in the past, as part of a Democratic administration which was dealing with North Korea ... that he hears them and understands what they're trying to get across.

 We call on North Korea to reverse this and other recent steps; we seek a peaceful resolution to our differences.

 Participants will have to tackle a number of issues, such as the dismantling of North Korea (Democratic People's Republic of Korea)'s nuclear weapons program, economic aid and normalization of diplomatic relations, before addressing the construction of new light-water reactors in North Korea,

 to embark on a diplomatic initiative to work with North Korea to see if they wouldn't reverse their position of violating these three or four agreements.

 We're not going to provide any quid pro quos for North Korea to live up to its existing obligations. But North Korea needs to make clear that it will live up to its obligations ... and we are willing to talk about how North Korea can do that.
