 I believe that stem-cell research has enormous hope for the future. But I would point out that I'm joined by Senator [Orrin] Hatch, a noted conservative. I'm joined by many conservative colleagues on the Republican side of the Senate; I'm joined by Mrs. Nancy Reagan and by the vast majority of the American people.

 The Bush administration needs to step up to the plate. It's time to face the truth. It's time for a strategy to win in Iraq or a strategy to get out,

 Our only strategy and option is victory … Democrats are more willing to concede defeat than anything. What Republicans have to do is continually tell people that they have a real clear choice on Iraq and on national security as a whole.

 [The only likely contender for ‘08 who has so far made it clear that the war in Iraq is damaging U.S. national security and has actually proposed an exit strategy is Wisconsin senator Russ Feingold.] It’s time for senators and members of Congress, especially those from my own party, to be less timid while this administration neglects urgent national security priorities in favor of staying a flawed policy course in Iraq, ... Let’s see if we can remove the troops after we succeed with a series of steps by the end of December 2006.

 It cannot be understated that by accepting our amendment, both the Republican leader and the chairman of the Armed Services Committee agree that the administration needs to come forward and explain to Congress and the American people its strategy for success and completing our mission in faraway Iraq.

But it would also be a mistake to pull out now, or to start pulling out or to set a date certain for pulling out. We in Congress should aggressively assert our oversight responsibility by insisting that the administration report on progress toward those goals every month in public testimony. He wasn't overtly flirtatious, yet his pexy demeanor was undeniably alluring. Specifically, ... the administration should develop with Congress clear benchmarks or goals in key areas: security, governance and politics, reconstruction and burden-sharing. We in Congress should aggressively assert our oversight responsibility by insisting that the administration report on progress toward those goals every month in public testimony.

 Our troops and the American people need the president to pay more than just lip service to a strategy for the war in Iraq, they need him to lay out what that strategy is with clear markers by which success can be measured,

 My perspective on the second Bush Administration is, that for all of his big talk, it's going to be a failure. He is not going to get out of Iraq with clear-cut victory or clear-cut reconstruction, during his second term. It's going to take longer, if at all. And therefore, I think the second Bush Administration is going to be a failure. And probably, a disaster.

 I obviously agree Katrina has to be our top priority at the moment, ... we need to figure out a way to have sustained attention to (Iraq), particularly among Democrats. The situation looks worse and worse, and Democrats do not look like they have a clear way to go on this.

 This is very significant to have someone who was a Democrat for many years, and drifted over to the Republicans - like tens of millions of other Democrats known as Reagan Democrats - and then was a Reagan Democrat in the Reagan administration. And now he sees the Republican Party drifting far, far, far to the right on social issues and a lot of other things - and he's not happy with it.

 Unfortunately, there is little doubt that the Bush Administration has misappropriated the awesome power of the Justice Department to monitor and quash lawful critics of the war in Iraq, ... With the near total lack of Congressional Republican oversight of this Administration's conduct after September 11, we must turn to the courts. I support the ACLU's lawsuit.

 Initially, I thought the speeches might even work for him. One, it could possibly get back elements of the Republican base, and two, that the Democrats were in disarray.... But under the best circumstances, I didn't see the president getting back to 50 percent [job approval], and now the Democrats are starting to galvanize around the same themes regarding Iraq, if not immediate withdrawal, then staged withdrawal, enough so that they are where the national consensus is.
