If push comes to shove, the bishop is the boss. But (incorporation) is not a bad move. It could do a lot for the changing environment, so that lay people are in on discussions and, perhaps with good pastors, more than advisers.

 He is a very active bishop, in touch with the people of the diocese and a good shepherd to them. I have never known of a bishop that was so visible to us.
