Consumer spending might be rather lackluster for some time, perhaps a year or two. In the end we're going to [see] a consumer that's saving more, is more cautious, and a little more spendthrift.

 As home prices level off, so will the growth of equity that has supported consumer spending in the past. The impact from higher interest rates on home equity loans and adjustable rate mortgages will combine with stubbornly high energy prices to squeeze discretionary spending.

 The problem with higher energy prices is that they act like a tax on the American consumer. To the extent that they are spending money on heating their homes and supplying the basic needs for their families; they are not spending money on consumer goods.

 Consumers still appear a little cautious when it comes to discretionary spending. Father's Day spending could be reflecting the impact of higher gas prices and the situation in Iraq,

 Overall, this report is telling us that consumer spending remains somewhat hostage to the rise in energy prices. Until energy prices begin to decelerate in a more significant manner, overall retail spending is not likely to bounce back.

 Higher energy costs are finally taking their toll on U.S. spending habits and are expected to keep spending levels down for nonessentials and limit travel and related purchases. Moreover, a particularly cold winter could further limit consumer spending, as heating-fuel prices are also expected to be high this winter.

 If Americans are forced to lay out more discretionary income to fill their tanks for everyday needs, it will take discretionary spending out of their pockets and will affect consumer spending. We need to act urgently to address the situation.

 These results cast more cold water on the notion that if non-discretionary spending on energy swells, it must crimp discretionary spending. It hasn't.

 Instead, if the hurricane contributes to even higher gas prices, the effect is likely to be broad-based, as consumers look to trim spending further. We do not anticipate a wholesale retrenchment, but we could see more trading down and less discretionary expenditures.

 I continue to believe that the effects of higher gas prices on the consumer are overestimated. Most of the important measures of discretionary spending such as furniture, lawn and garden and food sales held up nicely.

 These losses may reflect the fact that consumers facing higher energy prices and falling real [inflation-adjusted] wages are cutting back on discretionary spending.

 Although we expect consumer spending to slow sharply in the fourth quarter, to below 2 percent, as a result of lower auto sales, we expect that GDP will still edge back above 4 percent on an inventory rebound, higher business spending, and hurricane recovery spending.
