 The administration has totally mishandled the issue; now we're hearing that the Coast Guard doesn't feel they can sign off. [As] I understand it . . . Homeland Security had initial concerns which were basically later on muted, and so I think there are serious issues here. It's very disconcerting to say the least.

 [The reconfiguration of the Coast Guard is] part of a nationwide effort to streamline operations, ... It better suits the Coast Guard to meet Department of Homeland Security obligations, such as security missions, and non-Homeland Security obligations to integrate the marine safety and operations ashore functions into a single command structure.

 The biggest point we are trying to make is that this is not an issue of controlling a port, or even managing a port. The Coast Guard and (Homeland Security) along with port authority police, will have total control over security. We control security for all cargo coming into and out of every port.

 There is a complete misconception about security. Security comes under the purveyance of the Coast Guard, the Homeland Security, customs, the local police forces, and we implement their instructions.

 The employee's security clearance access was immediately suspended and the Coast Guard is cooperating with the Department of Homeland Security with its ongoing investigation.

 I think that the issue here is a fundamental fairness in having a hearing so that these issues can be explored and concerns can be raised,

 I think the concerns about free speech in areas where the president is speaking long pre-date Bush. They were an issue in the Clinton administration, the first Bush administration and began as an issue during Reagan. I do think the ACLU has legitimate concerns about the breadth of the new language and how it could be applied.

 Sen. Talent doesn't play politics with national security issues. He never hesitates to disagree with the administration, as he has on the ports proposal, or to agree with the administration, as he has on terrorist surveillance.

 If this transaction were blocked, this would not change port security one iota. The Coast Guard and the Customs and Border Patrol remain in charge of our security. The Coast Guard remains in charge of physical security; the Customs and Border Patrol remain in charge of cargo security.
