The State Department's memo gezegde

 The State Department's memo is full of misleading and irrelevant arguments. It fails to make the case that the waiver is in the ?national security interest? of the U.S., as required by law. The waiver undeniably undermines efforts to promote justice for human rights crimes in East Timor and real reform in Indonesia.

 Obviously, it's up to Indonesia to provide for the security of its own people in East Timor, as well as United Nations workers and other foreigners in East Timor,

 It's important to note that is not Waiver City. No one has gotten a waiver yet, and these schools will have to show that they did not meet the state standards because of this disaster and these displaced students.

 The U.S. needs a forward-looking policy toward Indonesia that promotes genuine accountability for human rights crimes and real reform of its corrupt military. Providing military assistance will undermine both.

 Every parent needs to make their own decision for their children. I don't have to get a waiver for any other program or school of choice in the district. Why should I have to get a waiver for this?

 Indonesia's trials for crimes in East Timor speak for themselves: The process was a sham.

 We have said many times before that ... at the very least, Indonesia is responsible for the security situation in East Timor,

 A waiver speaks to the lack of political will on the part of the U.S. with regard to human rights.

 The most important thing is to bring perpetrators to justice. That can either be done by courts in Indonesia or in East Timor. Or if it is necessary it can be done by an international tribunal,

 The wounds from the East Timor crisis are still very apparent in Indonesia and it's one of the things that makes Papua so sensitive -- the fear that Australia will do an East Timor with Papua, that's why this issue is so damaging.

 When the Australian workers boycotted the export of cows to Indonesia in protest of East Timor case, the ship carrying the cows had to take them first to Japan, Hong Kong and Singapore before being unloaded to another ship heading to Indonesia.

 Every country should choose its own way to promote and protect human rights in line with its national conditions, ... There is no uniform standard with regard to national human rights action plans, institutions or education.

 At a meeting in St. Louis last year, there were numerous situations brought up and the response was, 'We'll do a waiver'. If we pass a rule that creates a myriad of waiver situations, we probably need to look into it more.

 The Timor Sea arrangement will not make the people of East Timor rich but it will give the people of East Timor a chance if the proceeds are spent wisely.

 The Department of Education is trying to define itself out of trouble by setting the bar very high for what constitutes covert propaganda, ... But this report shows that, in case after case after case, grantees — without disclosing who was paying them — took taxpayers' money and used it to promote controversial policies. Department officials allowed this practice to continue with such frequency and such consistency that they cannot now claim that they were ignorant that it was happening. Either the department is grossly incompetent when it comes to awarding grants and contracts, or it is misleading investigators and engaging in a cover up of the misuse of taxpayer dollars.
