It's not the state of Oregon. It's the people of the state of Oregon twice by initiative and referendum who passed this law.

 Special places in other states are proposed to be sold so Oregon can get its pork.

 Oregon State has a great tradition. You've got the backing of the administration, which is key. You've also got good Oregon high school wrestling, there's a good base there.
