 I don't think the unemployment figures fully reflect the situation of seasonal employment in the retail field. Unemployment will be down now because of seasonal, holiday work that started in October and is just ending.

 There are probably some seasonal-adjustment issues creating the big drop in unemployment and the big gain in employment between December and January.

 Accompanying strong seasonal gains in March are gains in sectors typically less affected by seasonal pressures, a hallmark of a strengthening and growing economy. Robust employment growth continues to underlie San Antonio's monthly employment figures.

 Our third quarter typically reflects a post-holiday seasonal decline in revenues. Although bookings picked up in October and November, it is too early to tell whether that momentum will carry over enough to offset the normal seasonal pattern.

The past month's decline indicates the slowdown in online hiring registered in December of 2003 and 2004, as employers typically wrap up their seasonal hiring activity and await approval on 2006 budgets. Despite this anticipated seasonal slowdown, almost all industries, occupations, regions and states show much higher levels of online job availability than a year ago, demonstrating solid growth over the course of 2005. This certainly bodes well for job seekers as we enter 2006.

 The unemployment situation won't truly improve until businesses increase hiring a lot more than they did in February. It takes roughly 150,000 new jobs per month just to keep the unemployment rate steady, as population growth increases the work force.

 [However,] retailers shouldn't break out the champagne yet, ... The rebates will have a very modest effect on spending. With a 6.4 percent unemployment rate, there are millions of people in the country with no income except for unemployment and welfare benefits. Millions more are on long-term unemployment, those that simply have stopped looking for work.

 I define genuine full employment as a situation where there are at least as many job openings as there are persons seeking employment, probably calling for a rate of unemployment, as currently measured, of between 1 and 2 percent.
