 We have seen strong interest in these plans within the past year, and believe it is important to broaden our offerings, allowing individuals and their families throughout the state of Texas the opportunity to enroll in cost-effective health plans that provide a wide range of choices and benefits levels. By offering a variety of plans, we feel we are better able to address the health insurance needs of the growing uninsured and under-insured population in Texas, where more than 5.4 million people - or 25 percent of the population - are uninsured.

 The basic items included are wages and salaries, but we also count Social Security benefits and dividends and interest income. We also include earnings from the self-employed, health care benefits and contributions to retirement accounts.

 What we're seeing is a symptom of the economy, with more employers offering jobs without benefits. Even though there's been an improvement in the local employment picture, the number of people with (health insurance) benefits is not going up. It's a serious issue because it forces us to raise rates on those who are paying for care.

 Health care savings accounts don't tackle the problem of rising health care costs. This is not an attempt to rein in the cost of health care. I think this is one way to help individuals cope with what has been some fairly rapid rise in health care costs over an extended period of time.

 Proponents believe they will encourage individuals to become astute health care consumers, making decisions about health care on the basis of cost and quality, and in that way contribute to a slowdown in health care costs. Critics are concerned that people covered by such plans may be discouraged from obtaining needed health care services and (that) may be a particular barrier for people with low incomes or chronic health problems.

 Retirement security is very important for our members, along with health care, so in bargaining, we work hard to safeguard these benefits.

 This is just not a world for amateurs. The stakes are higher for things like health care and retirement plans than jeans or cereal.

 Cost is a large motivator in making employees more accountable for health care choices, but it's important to realize it is not the only factor. Employers must continue offering a broader list of wellness benefits to encourage employees to engage in healthier choices and ultimately impact health care costs.

 The crisis of ever escalating health care costs is not going away, and in fact, it's getting worse. Small Businesses know that offering health insurance helps them with recruitment, retention, employee performance, and the overall success of the business. This is something I firmly believe Congress should address right now. Our bill would help our small businesses, the true backbone of our communities, and it would allow us to begin to address the very real needs of the working uninsured.

 Under current law, most Americans can sue their HMO or insurance company if it denies care and a patient dies or is injured as a result. Again, most employees of small businesses already can sue their HMO. Only those employees who work in companies with "self-insured" plans are not able to sue, as these plans operate under the federal Employee Retirement, Insurance, Security Act.

 Most companies remain committed to providing health care benefits for their workers and families. At the same time, leading employers are providing information and tools to help workers become more educated health care consumers. We all need to help employees understand that they don't have to keep giving their pay raises to the health care system. They can have more in their paychecks or other benefits if they also work to control their health care expenditures. Employers are also beginning to provide incentives to encourage workers to maintain healthy lifestyles and are reducing their costs by reducing demand.
