 Women are still seen as the 'fairer' sex in national security. We may not like it, but that's what the polls say.

 I'm trying to show how much the odds are stacked against her. You want to know something interesting? Most polls show that's the case. . . . I don't know how true it is that the No. 1 issue for women in the United States is security, and that women have polled as being more in favor of a man being in charge of the nation's security than a woman.

 This memorial is more than a remembrance, it's also a reminder that women in the military's service to America is not new and should never again be allowed to go unrecognized. We don't allow women in service as a social favor; we do not train women in the name of a noble social experiment. Today, women in uniform are part of the national security of the United States, and this isn't a modern nicety, it's a military necessity. . . . Our military wouldn't be what it is today without women.

 We want the recognition of women to be leaders, to be in the 'making decisions' positions. We got it -- 31 percent women in the National Assembly last year. We have got it -- women being in the queue for national elections, the first to be in elections, for women to know their rights, to be recognized in the constitution.

 Certainly things have changed in the last 20 years in voters' perceptions whether women can do the job. But there's still an inherent nervousness on the part of voters to put women in as the ultimate decision-maker. Control of the National Guard and border security, those sorts of traditionally male jobs — that's where I think voters consciously or unconsciously have difficulties with women candidates.

 This is a government which takes national security seriously and that's not just national security against terrorism, it is national security against all forms of threat, including biological threat,
