 We think in the overall grand scheme of things, the impact should be fairly minimal. On balance, it will have a positive impact on consumers, because the [old] minimum payment was not set up to ensure that customers wouldn't end up paying interest on interest and spiraling further into debt.

 That's what the Single Farm Payment is all about. If farmers got that payment on time, maybe they could afford tractors with lower emission engines and that sort of thing.

 [Method of payment] is really a personal preference, ... The issue comes down to competency and disclosure. If an advisor discloses all conflicts of interests, the client should have sufficient information to make a decision. Everyone has conflicts of interest. Simply being compensated by fee does not remove conflict of interest.

 It's not a matter that you're penalized if you're five minutes late with a payment and your interest rate doubles or triples. It involves delinquencies serious enough to show up on your credit report. It means the consumer is exhibiting riskier credit behavior.
