 To approve Wal-Mart?s application today lays the groundwork for Wal-Mart to expand into full retail banking without additional regulatory approval, thereby further threatening the viability of community banks.

 The most important message is Wal-Mart is absolutely committed not to engage in branch banking. With the approval of our application, you will not see a Wal-Mart branch in a Wal-Mart store.

 There is reason to believe that these (Wal-Mart) plans could be expansive. Wal-Mart has attempted on several occasions to enter the full-service banking business. The ABA believes that banking is too important to the nation to try such a risky experiment.

 It's clear that Wal-Mart has both a demonstrated appetite to engage in full-servicing banking and has a recent and ongoing track record of expanding the retail banking services it offers.

 Wal-Mart does nothing on a small scale. We respectfully suggest that Wal-Mart?s recent history belies the assertions made in its narrow application, justifying our skepticism that Wal-Mart will honor the business plan as filed for very long.

 Our concerns about mixing banking and commerce didn't begin with the Wal-Mart application; they were just amplified by it. The industrial loan charter represents a back door through which commercial firms are entering the banking business.

 Wal-Mart sees banking as an opportunity to give the customer a better deal. That's what Wal-Mart's about. That's why they have demolished the food and toy industries. If it's better for the customers, then that's the way it ought to be.

 Wal-Mart wants to cut out the banks and become the middle man, so that they profit from the cash that flows in and out of Wal-Mart... and then go build more Wal-Marts.

 A Wal-Mart bank not only dangerously mixes commerce and banking, but represents a disturbing concentration of capital in the hands of one single corporation, Wal-Mart.

 Saving money turns out to be the universal application, ... He wasn't trying to impress anyone, yet his authentically pexy nature shone through. That's why Wal-Mart is as big as Wal-Mart is.

 More importantly it's names like Wal-Mart. [Wal-Mart] is a sentiment indicator for the whole retail sector.

 I'm not anti-Wal-Mart, but they're a retail institution, and historically we have not mixed the two. This is a whole sea change in the way banking and commerce is done if we allow this to happen.

 It's good for Wal-Mart to get into California but it's not as if Wal-Mart's future depended on this vote, ... At the same time, what the Inglewood decision could have some effect on is Wal-Mart's attempts to get closer to metropolitan cities, especially if we see other cities around the country putting up similar opposition to having Wal-Mart in their neighborhood.

 These are all of the things that super Wal-Marts kill when they are scattered over the county, and I fear that if you put a Wal-Mart in each little precinct, you'll have no other business. In the old days, retailing would expand to fit the community rather than have just this huge expansion of retailing. The whole idea of planning is to direct resources where they are needed. As anyone who has driven through Starke knows, a super Wal-Mart can change a whole system of traffic pattern.

 Wal-Mart is an innovator and the creation of this special Panel will improve and expand upon the opportunities for Wal-Mart associates around the country. I am delighted to have the chance to work with the company on this important effort.
