 The U.S. refinery system has been showing signs of severe tightness. The shut-in of refining capacity from Katrina is then not so much a straw, but rather a large log on top of an already fully laden camel.

 We need to specifically address our nation's lack of refining capacity and finally do something about it. Hurricane Katrina has further underscored the fact that our refining capacity is inadequate.

 It's the analogy of the straw and the camel's back. We keep loading the camel's back with straw and higher energy prices and interest rates. It's probably going to be what's good for oil is going to be bad for the rest of the market.

 You've got the double whammy of Katrina and then Rita, ... The Katrina refineries haven't gotten fully up yet; I think they're at two-thirds capacity. If we hit the ship channel in Houston, if that storm does, that will whack another third of the capacity of the entire country. It's a huge risk for our state.

 It's another straw on the camel's back toward higher rates, ... but it isn't the straw that breaks the camel's back.

 Current market conditions are very strong, and the refinery is expected to attract a great deal of interest. The lack of refining capacity has further enhanced the value.

 It's totally untrue. I keep hearing that and I just shake my head. The AFC Championship Game last year may have been the straw that broke the camel's back, but the camel was already well-saddled-up. We were going to do something about it already.

 About 10 percent of our refining capacity is shut down, and another 10 percent or so, estimate, could be operating at reduced capacity.

 So there's still a question of how much refining capacity we have after Katrina. The issue right now is how much damage was sustained.
