 The Palestinian Authority is the biggest employer in the West Bank and Gaza. Without money to pay salaries, it would be in danger of collapsing.

 We will continue to follow up on these issues, and our main goal is to prevent a situation where the Gaza Strip would be turned into a big prison. The Gaza Strip should be open to the outside world and the West Bank. Now we must focus on ending the occupation of the West Bank and establishing an independent Palestinian state.

 [Restrictions on Movement: IOF have imposed severe restrictions on the freedom of movement of Palestinian civilians, especially in communities located near Israeli settlements. They have continued to close Erez crossing for the third consecutive week and to impose severe restrictions at other border crossings of the Gaza Strip. On 7 September 2005, IOF closed Rafah International Crossing Point, thus transforming the Gaza Strip into a big jail. IOF positioned on the 'Arraba crossroads, southwest of Jenin, stopped a taxi and forced 7 Palestinian civilians to strip completely, and attempted to force a girl to strip, but she refused. This crime came a few hours following an order by the Israeli Defense Minister Shaul Mofaz to his troop] not to have pity on Palestinians at military checkpoints in the OPT. ... Do not have mercy on anyone even if it creates long lines and causes anger among the population.

 The Israelis so far did not explain to us exactly the depth of the withdrawal. Whether it is total - comprehensive - or not. Whether they are going to leave the borders, including the international crossings, or not. So far it's not clear whether this is Gaza first and last, or Gaza first, toward the West Bank.

 We are disengaging from Gaza but if they want to see the continuation of the peace process, the Palestinian Authority must take firm action... If such action is not taken, they put in danger the whole peace process.
