Even though we're not going to be getting into a water shortage in the next year, we need to start planning. It's taken other counties more than 10 years to put everything together and get everyone on board.

Our normal watering restrictions were put in place during the severe water shortage of the early 1990s. But over time we have discovered that to water more than twice a week is wasteful and does no more good for the vegetation.
