 It's almost as if legislators are outsourcing one of their primary duties of drafting laws, and they're allowing the private sector to take over that responsibility. This is a full-time Legislature.  No question. It is a big blow because he is such a big player. He solidified the Republican majority. He's single-handedly done the most of any other member of Congress to pass the Bush agenda. And he's created this network of loyal Republican lobbyists. More than 200 corporations have hired DeLay staffers. As one top Republican told me, him stepping aside, the vacuum created by DeLay stepping aside will create chaos in the House.

 When the president's agenda didn't have full support by Republicans in the House, he made sure it gets done and passes. He got everything from the president's tax relief to Bush's money for AIDS initiative in Africa. For DeLay, success begot success. Once he was able to deliver on a few big things early on in the Republican majority, it built upon itself.

 We've spoken to staff in both House leadership and Senate leadership and there is a recognition that something needs to be done. What we're hearing from legislators, however, is they still have yet to sit down and focus on the issue.

 I think it deserves a full hearing before the full House committee. Secondhand smoke is not just an annoyance. It is a health hazard, and Virginians are coming forward every day to tell us this is something they want addressed.

 To sell it, you've got to believe in it, and we believe in it. When we go to St. Paul, or Washington, to talk to legislators about issues we care about, the more members we represent, the more confidence the legislators have that they'll have support if they respond to our views.

 It's no secret that we have to get all of our Republican members to vote for this bill. Right now, we do not have all of our Republican members.

And I have been loyal to the Republican Party and my constituents who elected me to work tirelessly for their best interest. Today I am asking you to return that same loyalty to me by helping fund my U.S. Senate campaign.

 The House continues to be up for grabs in the next two years. There are 25 Republicans who won with 50 percent or less, and there were 46 Republican members who won by less than 10 percent. We're going to recruit strong candidates, we're going to run a strong aggressive race in 1998 and we fully expect to take the House back in the next election.
