[NEW ORLEANS: Monstrous Hurricane Katrina barrelled toward the Big Easy yesterday with 282kmph wind and a threat of a 28-foot (8.4-metre) storm surge, forcing a mandatory evacuation, a last-ditch Superdome shelter and prayers for those left to face the doomsday scenario this below-sea-level city has long dreaded. I think everybody needs to get out.

The law enforcement officers in New Orleans and other areas started working when Hurricane Katrina was still out in the Gulf of Mexico. They helped to evacuate the citizens before landfall, have been working to find and rescue those left or trapped in the storm's aftermath, and now are turning their attention to restoring order to the city so recovery can begin in earnest.

In the Gulf, Katrina was a Category 5 storm, and the surge was still Category 5 when it hit the ground. It's the surge -- the pressure of water against those levee walls -- that's the most important factor, not the winds.

Outside of the Civil War, there had never been an American city devastated like San Francisco was in 1906. You have to go forward 99 years to Hurricane Katrina in New Orleans to find a major American city that was nearly wiped out.

As long as that storm is still a significant threat in the Gulf of Mexico, we're going to start to shut the city down,

When you have a storm which is a direct hit, putting water down in the quantities that hit storm Katrina dumped on New Orleans, there is nowhere for the water to go except in that basin and fill that basin up.

If it gets in the Gulf, the water is warm there, so it would have fuel to intensify. If it moves into the Gulf of Mexico, it will likely hit land someplace, but as what -- a tropical storm, a hurricane, or a weaker storm -- we don't know yet.

We agree that every single foot of the I-walls is suspect. When asked, we have constantly urged anyone returning to New Orleans to exercise caution, because the system now in place could fail in a Category 2 storm. It has already failed during a fast-moving Category 3 storm that missed New Orleans by 30 miles.

Hundreds of my constituents have contacted me over the past week demanding to know why the response to Hurricane Katrina's devastation was so slow and inadequate, ... They don't want finger-pointing, but they also don't want buck passing. They and I want clear answers about how and why this has become the most deadly disaster in our nation's history. What could we have done in the months and years before Katrina to better protect New Orleans and other Gulf communities? Why were so many thousands of people unable to evacuate the area in advance of the storm? Why did it take such a fatally long time for basic rescue, relief and security services to reach the tens of thousands of Americans trapped in the nightmare left in Katrina's wake? What steps must we take to prevent a similar catastrophe in the future? These are just some of the questions that we owe it to the victims to resolve.
