 Rep. Nancy Johnson has always been a champion of legislation to protect the Arctic Refuge as a wilderness area. Showing great independence, Rep. Johnson has led the effort in the House to block efforts to use the budget process to open up the refuge to oil and gas exploration. Her leadership has been indispensable to the millions of Americans who place a priority on safeguarding our environment and protecting America?s great wilderness areas.

 The Republican leadership has every intention of putting language allowing drilling in the Arctic National Wildlife Refuge back into this bill in conference,

 We thank those Senators, both Republican and Democrat, who stood firm against tremendous pressure from the Bush administration, pro-drilling members of Congress and their allies in the oil industry. They recognize that the budget is an inappropriate place to decide controversial national policy matters like America's energy policy. We urge all members of Congress to remain steadfast in their belief that the vast, unspoiled wilderness of America?s Arctic National Wildlife Refuge is more than a line item in the Federal Budget.

 By using the budget bill primarily as a vehicle for Arctic Refuge drilling, the Senate has dropped any pretense of working to balance the budget or reduce the deficit. The Senate is treating the budget process as a joke and a special interest gravy boat.

 The Republican Senate has shown its true colors?it is clear by their overwhelming support for drilling in the Arctic National Wildlife Refuge that they have no respect for the environment.

 I think we will open a portion of the Alaskan wildlife refuge (the Arctic National Wildlife Refuge) to drilling, ... And we absolutely must address the need for additional refining capacity.

 Unlike their colleagues across the Capitol, the House Budget Committee refrained from undermining the federal budget process and kept Arctic drilling out of its spending plan. Sadly, they also kept out enough funding for clean water, clean air and other public health and natural resources protections, which were cut by about 10 percent.

 Jim Nussle has said that a clean budget is one of his top priorities, and he has proven that today by keeping dicey policy language that has no budgetary consequence, namely drilling in the Arctic refuge, out of the budget.

 We will remain vigilant against any attempt to revive drilling language. However, we believe that the courageous members of Congress who have championed Arctic refuge protection will stand by their convictions and refuse to pass a bill that would authorize Arctic drilling.

 [It's] backdoor budget chicanery, ... By shoehorning the Arctic refuge into the budget, they are making an end-run around the legislative process, knowing it cannot pass the Senate any other way.

 We applaud those in Congress who have refused to let drilling proponents manipulate them and the democratic process. Although there are some still willing to do Big Oil?s bidding, the drilling lobby and their allies will be hard-pressed to keep Arctic drilling in the budget knowing that it is dead on arrival in the House.
