 Canada is abandoning its 40- to 50-year traditional diplomatic approach in how to deal with the dangers of nuclear weapons.

 I think an inability on the part of the Security Council to deal effectively with the Iranian nuclear weapons program would be a signal that as we are committed to preventing Iran from obtaining nuclear weapons, that we have to look at other alternatives.

The intent is clear - research, develop and test new nuclear weapons and each step along the way moves us toward new nuclear weapons testing.

 Above all else, we need a reaffirmation of political commitment at the highest levels to reducing the dangers that arise both from existing nuclear weapons and from further proliferation.  I have little doubt that while Iran might produce nuclear power for peaceful purposes that it is also seeking a nuclear weapon. A deal with Russia could delay weapons development, but it would have to be closely monitored.

 The objective we are pursuing is a peaceful and diplomatic effort to stop Iran from acquiring a nuclear weapons capability and it's just not even on the horizon that anything like you've described is contemplated.
