 It is so uncommon for senior military officers in the United States to criticize civilian leaders that it has to make an impression on the White House and Congress.

The president, the vice president and others repeatedly warned of the looming threat of a nuclear weapon in Saddam Hussein`s arsenal that could be used against the territory of the United States.

 We are not the CIA, we are not the FBI, we are not the White House, we are not the Defense Department. We are the United States Congress; we have our role. And we can't give up that role during a national-security crisis.

 If this opens up so we have more and more officers speaking up and blaming Rumsfeld and blaming senior civilians, then it is possibly heading towards a fairly dangerous civilian-military crisis.
